1.4 Fulbright U.S. Teacher Exchange Program

Objectives

The Fulbright Teacher Exchange Program provides opportunities for teachers and administrators to enhance cooperation and strengthen mutual understanding among educators in Uruguay and the United States.  The exchange is designed to create strong linkages between participants and communities, to promote innovative ideas in teaching and programs, and to ensure a long-lasting impact on participating schools both in Uruguay and the United States.

Eligibility

U.S. citizenship; Bachelor’s degree or higher; at least three years full-time teaching or administrative experience; current full-time teaching or administrative position; general proficiency in Spanish; ability to act as a teacher-trainer and make presentations on general education topics.  Strong cross-cultural skills are essential.  Priority will be given to applicants who have hosted Uruguayan principals or teachers through the Fulbright Teacher Exchange Program.

 

Dates

July 11 – August 20, 2005. (Participants will depart from the U.S. on July 10.)  Program will include a one-week Orientation workshop and five weeks at schools. Debriefing session with grantees prior to departure.

Activities

In collaboration with the Fulbright Commission of Uruguay, U.S. exchange participants (teacher-trainers) will plan and conduct teaching activities for local teachers, students, and the community at large.  Topics to be addressed include the following: U.S. teaching methodology; Parent Teacher Associations; volunteer involvement; and conflict resolution.  U.S. participants will teach English to students and teachers, hold seminars for teachers of ESL, and develop joint educational projects.  Each teacher-trainer will assist two to four local schools, spending a week or two in each one.  These Uruguayan schools have already participated in a similar exchange experience by sending administrators and/or teachers to the United States.  Host schools are located both in the capital city of Montevideo and in the provinces, thus offering U.S. teachers with a diverse, nation-wide experience.

Uruguayan Schools

 

Full-time schools (Escuelas de Tiempo Completo) were established in the early 1990's with an increase of the school day from four to seven and a-half-hours.  These schools were created in low socio-economic areas, providing not only an extended school day, but also a meal program including breakfast, lunch and a snack. There are 102 full-time schools in the country, attended by 24,500 children from the ages 7 - 12. Forty-six of the schools have an English Partial Immersion Program and the Portuguese/Spanish Dual Immersion Program began in 2003 Escuelas de Tiempo Completo in the provinces of Rivera and Artigas.  Presently, there are 102 schools in Uruguay, attended by 22,460 students from the ages 7 to 12.  Sixty-two of these schools have participated in the Fulbright Teacher Exchange Program.

Award

Round-trip economy airfare from airport nearest grantee’s home, plus $100/week cost of living stipend while in Uruguay, $500 given to each grantee to purchase and send educational materials to use for teaching and then leave with the schools; orientation, mid-term session, and debriefing in Montevideo; and supplemental health insurance. U.S. participants will stay with host families. In addition, the Fulbright Commission in Uruguay will pay for in-country travel, and accommodations/activities related to the orientation and workshops in Montevideo.

Dependents

Spouses and dependents are not permitted.
